Where demand and legal capacity are furthest apart
Figure 1. Counties left empty have no lawyer establishments at all, so the ratio is undefined rather than large. This is a market map, not a merit map, establishment counts do not distinguish a medical malpractice practice from a solo doing closings, and nothing here suggests where claims exist.

Counties with births and nobody local to call
45 Georgia counties recorded births in 2024 and report no Offices-of-Lawyers establishment, covering 4,832 births. Dawson recorded 365, Harris recorded 301 and Burke recorded 271. County Business Patterns carries no establishment figure for those 45 Georgia counties, rather than a published zero, so read it as none reported.
Zero establishments does not mean nobody in Dawson or the other 44 has a lawyer. It means no office sits there, so they are served from elsewhere in Georgia. At an average of 107.4 births a county, none of them carries enough volume for a campaign or a local presence to convert one against, which makes them a referral question.
Where the birth did not happen in the county
93 Georgia counties recorded births in 2024 and contain no hospital confirmed to provide inpatient labour and delivery, covering 22,447 births. Paulding at 1,911, Columbia at 1,708, Barrow at 1,223 and Jackson at 1,044 are the largest.
Those 22,447 Georgia births happened somewhere else. For the 1,911 families in Paulding, the defendant facility, the treating clinicians and the home address can sit in three different counties, so a plan weighted by residence is weighted against the wrong thing and the records request crosses a county line before it starts.
| County | Births 2024 | Lawyer offices |
|---|---|---|
| Paulding County | 1,911 | 29 |
| Columbia County | 1,708 | 47 |
| Barrow County | 1,223 | 16 |
| Jackson County | 1,044 | 17 |
What produces signed birth injury cases in Georgia
| Step | What happens | Using |
|---|---|---|
| 1 · Find your ceiling | Measure review capacity before anything upstream is sized | Capacity planner |
| 2 · Rebuild attribution | Every inquiry carries source through to the case management system | Landing pages and forms |
| 3 · Plan geography from data | Bid modifiers from Georgia county births, delivery capacity and legal capacity | Georgia data |
| 4 · Derive the bid ceiling | Backwards from expected fee, your conversion rates, and screening cost | Keyword cost model |
| 5 · Build screening feedback | Categorise every screen-out and feed it back weekly | Screening support |
| 6 · Report to signed case | Cost per signed case at the top of every report | The model |
| If this is true of your firm | Then | Instead |
|---|---|---|
| Your team cannot review more inquiries than it already gets | Additional demand produces a queue, not cases, and ages the good inquiries in it | Raise capacity first, model it |
| You cannot yet trace an inquiry to a signed matter | You will not be able to tell whether anything worked, in this state or any other | Fix attribution, it is weeks of work and no media budget |
| You do not intend to take Georgia matters directly | A demand programme is the wrong instrument entirely | Build referral relationships, the playbook |
Clinical measures and legal measures are never joined on this site. Adverse-event rates describe medicine; litigation describes a legal process. Where both appear together it is to describe a market, not to suggest that one predicts the other.
